Fluvius grid study: when, how long, what it costs

When Fluvius requires a grid study above 25 kVA, the steps, the 2026 study fees, the decoupling panel and quadrant meter, and which costs a business can avoid.

Fluvius grid study: when, how long, what it costs

A grid study is the check Fluvius makes before it lets a larger installation onto the grid. It tells you whether the local grid can take your power, and what it costs. You need one as soon as your solar or battery inverters exceed 25 kVA. The same goes for a connection of 25 kVA or more. The fee is modest, but the study decides the rest: a decoupling relay above 30 kVA, other meters, sometimes a heavier cable. Want more panels mainly for your own use? Then a semi-off-grid system keeps the extra panels off the grid, outside the limits for grid-connected installations.

You run a warehouse, a farm or a production hall with a large roof. The installer's design for 60 kWp comes back with a line you did not expect: "above 25 kVA, Fluvius first needs a grid study". A little further down: decoupling panel, quadrant meter, green power meter. Nobody tells you what each one costs, or how long the roof stays empty.

Here is what that line really means. The study fee is due even if you never accept the offer, and the offer decides everything that follows. Installers put it bluntly on forums: above 30 kVA comes the decoupling panel, "and then it gets a lot more expensive". Meanwhile, old rules keep circulating. Many still think the limit is 10 kVA, or that setting the inverter to zero export skips the study. Neither is true in Flanders today.

For some sites, the smartest move is to stay outside the procedure. In Beernem, a research and education site with a home, greenhouses and ponds paid more than 800 euro a month for electricity. Enough panels to cover that demand would have meant a Fluvius grid study, a decoupling panel and maybe a medium-voltage cabin. We estimated those costs at up to 30,000 euro. The site went off-grid with 17 kWp of solar panels instead.

What is a grid study (netstudie) at Fluvius?

A grid study is Fluvius checking whether the local grid at your address can take the installation or the connection you ask for. It is compulsory for larger installations, and you receive it together with Fluvius's offer for the works and the costs.

Why does Fluvius look? Solar panels and batteries push power back into the street. Too much injection on one cable or transformer raises the voltage for everyone on it. The study checks whether the grid there is suitable, and what must change if it is not.

The study has two sides. For the grid, it looks at the cable, the distribution cabin and sometimes the Elia grid above it. For your site, it sets the conditions: the grid disconnection protection, the meters, and any limit on what you may inject.

Watch out

The grid study is not the AREI inspection. The inspection checks your own electrical installation and comes later, before you register and switch on. You need both.

When do you need a grid study at Fluvius?

You need a Fluvius grid study as soon as you ask for more than 25 kVA. For solar panels, the inverter power counts, not the panel power. The same threshold applies to batteries and to a new or heavier connection.

Your project Grid study? What else applies
Solar inverters up to 25 kVA on three-phaseNo, register in Mijn FluviusAREI inspection; at most 5 kVA on single-phase
Solar inverters above 25 kVAYes, alwaysDecoupling protection from 30 kVA
Battery inverter up to 25 kVANo, register in Mijn FluviusAt most 5 kVA per phase imbalance
Battery inverter above 25 kVAYesTreated as a production unit
New or heavier connection of 25 kVA or moreYes, a detail study before the offerUpgrade: no study fee within your technical connection power and at or under 56 kVA

Two rules explain most of the confusion. The grid study used to start at 10 kVA. In 2024 Fluvius raised that threshold to 25 kVA, so many forum answers and older quotes are simply outdated. And the 25 kVA is about inverters. More panels behind the same inverter do not change it. Our article on how many kVA of solar panels you may install explains that ratio.

Important

Changing an existing installation above 25 kVA also goes through Fluvius. Report a removal or a move in advance, via your Fluvius account manager: Mijn Fluvius cannot handle it yet.

How does the Fluvius grid study procedure work, step by step?

You or your installer request the grid study in Mijn Fluvius, under "Aansluitingen". The study fee is announced during the request, and the study arrives with the offer. Prepare the file first: an incomplete request only restarts the clock.

Fluvius asks for four things, plus one choice:

  • The EAN code of your connection.
  • The number, type and power of your inverters.
  • The technical data sheet of each inverter.
  • The single-line diagram of your customer cabin, if you have one.
  • Your choice for the green power meter: Fluvius installs it, you install and report it yourself, or none because no reporting applies.

Which other documents Fluvius wants depends on your case. The minister of Energy listed the deciding factors in December 2025: a green power meter, a grid disconnection protection, the power, and any injection limit. You see the list per request on the Fluvius platform.

  1. Step 1: Your installer prepares the file and sends the request.
  2. Step 2: Fluvius studies the grid and sends the offer with the study. If advice from the higher grid is still pending, the offer can come with suspensive conditions.
  3. Step 3: You accept and pay the offer. Fluvius and your installer carry out the works: grid or connection changes, meters, the decoupling relay.
  4. Step 4: An approved body inspects the installation under the AREI.
  5. Step 5: Fluvius visits the site. It places the green power meter where you asked for one, and tests the grid disconnection protection or the telecontrol cabinet.

How long does a Fluvius grid study take?

In the first half of 2025, Fluvius needed 31 working days on average from a validated request to the offer with the grid study. In 2024 it was 36 working days. That is about six to seven weeks before any work can start.

The pressure is high. In 2024 Fluvius received 1,856 study requests for installations of 25 to 399 kVA, and 557 for 400 kVA and more. In the first half of 2025 there were 910 and 288. In 2024, West Flanders counted the most requests in the 25 to 399 kVA band.

According to the Flemish energy minister, Fluvius wants to clear its backlog. To speed things up, it sends offers with suspensive conditions while the advice on the higher grid is still being prepared. Read those conditions carefully: they can still change what you may connect.

Tip

Count back from the date you need the panels to produce. Add the study, the order time of the decoupling relay and meters, the inspection and the Fluvius site visit. For a roof that must be ready before summer, the request belongs in winter.

What does a grid study cost at Fluvius in 2026?

A Fluvius grid study costs 246.94 euro excl. VAT from 25 to 56 kVA, and 493.90 euro from 56 kVA to 1,000 kVA. Below 25 kVA it is free. Above 1,000 kVA the detail study costs 3,130.10 euro, above 5,000 kVA 5,814.52 euro.

Three rules in the Fluvius price list matter more than the amounts:

  • The study fee is always due, also when you do not accept the offer.
  • A joint study for offtake and injection is charged once. Plan the heat pump, the chargers and the solar panels in one request.
  • An upgrade without a study fee is possible. On low voltage, no study costs apply if you stay within your technical connection power. The new offtake or injection must stay at or under 56 kVA.

The real bill sits in the offer. The same price list gives two examples. Adding 30 kVA of production to an existing 55.4 kVA connection is free, without testing the decoupling protection. Adding 60 kVA to a 99.6 kVA connection costs 2,466.63 euro excl. VAT, again without that test and without a meter change.

What is a decoupling panel (ontkoppelingsbord), and when is it compulsory?

From 30 kVA of installed production power, Synergrid rule C10/11 requires a grid disconnection protection. It is a relay that switches your installation off the grid when needed. Installers mount it with its switch in a separate panel, which they call the decoupling panel.

The relay separates your installation from the grid in three cases. When your injection would push the grid voltage too high. When part of the grid stays live on its own after an outage, the so-called island. And when voltage or frequency drift too far from normal.

The rules are strict. The relay must be a type approved by Synergrid, with settings set by the grid operator. Fluvius must be able to check it at any time, and its display must be readable without opening the panel. One relay may protect several inverters.

Up to 30 kVA you can do without it, but only if every inverter is a Synergrid-approved type with its own automatic protection. That makes 30 kVA a real cost step: 29 kVA and 31 kVA are not the same project.

What is a quadrant meter, and do you need a green power meter?

A quadrant meter records energy in both directions, active and reactive: four combinations give it its name. Fluvius installs this kind of meter, the AMR meter, at larger business connections.

An AMR meter measures quarter-hour values and sends them automatically. Fluvius uses them for your monthly energy in kWh and kVArh, and for your monthly peak in kW. It installs one on new low-voltage connections of 56 kVA and more (400 V, 80 A), or 32 kVA and more on 230 V. A local production installation can also require one.

The green power meter is a separate meter. It measures what your solar panels produce, for green power certificates or other reporting. You decide who places it in the grid study request. Add a hybrid battery to panels that earn certificates, and Fluvius requires two-way metering. The energy you charge from the grid is then deducted from the green power reading.

Item When Fluvius price 2026, excl. VAT
Large-consumer meter set-up on low voltage, with current transformersConnections above 56 kVA1,194.09 euro
Green power metering (Fluvius supplies the module, you pay the meter)When you ask for it or must report461.96 euro
Detail study 56 to 1,000 kVAEvery request in that band493.90 euro

The decoupling relay and its panel are supplied by your installer, so they are not in the Fluvius price list. Ask for them as a separate line in the quote.

Does a battery count for the Fluvius grid study?

Yes. A battery that can work in parallel with the grid is a full production unit under Synergrid C10/11. Above 25 kVA of battery inverter power, Fluvius registers it through a grid study, not in Mijn Fluvius.

Up to 25 kVA, Fluvius accepts a battery after the AREI inspection, if it meets the Synergrid rules. On single-phase, at most 5 kVA of AC inverter power. On three-phase, at most 25 kVA, with no more than 5 kVA of imbalance per phase.

Three points often surprise business owners:

  • A software export limit does not take a battery out of the rules. Synergrid still treats a system that blocks injection by software as able to inject.
  • Every battery needs a power management system. It keeps the power sent into the grid under a set limit, and the installer declares that limit.
  • A battery coupled on the DC side with the panels counts as one unit, a hybrid system. Its AC inverter power is what the grid sees.

How Fluvius adds up solar and battery inverters for the 25 kVA depends on how they are connected. Count them together until Fluvius confirms otherwise, and get the counted power in writing before you order the inverters.

Which grid study costs can you avoid, and how?

You avoid the most by not crossing a threshold you do not need to cross. The study fee itself is rarely the problem. The decoupling relay, the meters and grid works are.

Stay at or under 25 kVA of inverter power

More panels than inverter power is allowed. You lose a little at the midday peak, but you stay out of the study.

Stay at or under 30 kVA with approved inverters

Between 25 and 30 kVA there is a study. But no separate decoupling relay is needed if every inverter is Synergrid-approved.

Send one combined request

Offtake and injection studied together are charged once. Agree who sends it, and send it once.

Add energy on the DC side

Extra panels on a charge controller that feeds the battery add energy without adding AC inverter power. That is how a home in Roosdaal gained solar energy without grid study costs.

Keep the extra panels off the grid

Panels that only feed your own system behind a transfer switch do not inject. See the next section.

Whatever you choose, do not skip the procedure. When Fluvius sees unregistered injection, it starts a regularisation with deadlines that can end in suspension of your connection.

Our verdict

Do you want to inject and sell large amounts of surplus power, or does your roof go far beyond 75.6 kVA? Then go through the grid study: it is the only route onto the grid, and a few hundred euro is cheap for that answer. Do you mainly want more own power on a standard connection? Then avoiding the grid-connected part is often cheaper than paying for it.

Can an off-grid or semi-off-grid system avoid the grid study?

Panels and batteries that are not connected to the grid are not part of a grid-connected installation. A production study has nothing to check there. Synergrid C10/11, the rule behind the study, does not cover back-up systems that technically cannot send power towards the grid. They only feed the loads behind them.

That is the idea behind a semi-off-grid system. The panels and the battery run as your own system. An automatic transfer switch changes over to the grid when the battery runs low. Solar power that you do not use never goes back into the grid, so you can add panels without them being connected to it. It works on a standard 3 x 400 V connection, up to 75.6 kVA.

In Heusden-Zolder, a home on a single-phase connection needed more solar power than the 5 kVA allowed on single-phase. With a semi-off-grid system, that limit no longer applied: the panels are not connected directly to the grid. The grid only steps in when the battery is empty and the sun is not shining.

Sometimes the study itself leaves no choice. At Special Renting Van Zele in Zele, the grid study offered no connection to the normal distribution grid. The warehouse now runs off-grid on solar panels, batteries and a generator. Our article on a new building without a grid connection tells that story.

Watch out

This only concerns production. Your connection for offtake stays a normal grid connection. If you need a heavier connection of 25 kVA or more for machines or chargers, that request still goes through a study. Our article on a heavier connection that is refused or delayed covers that case. And if you want to sell solar power, you need a grid-connected installation, with the study, or an injection limit agreed with Fluvius.

Above 75.6 kVA, a business battery behind a grid-connected installation is the usual route, with the study.

Is the grid study different with ORES, RESA or Sibelga?

Yes. In Wallonia the detail study for production starts above 10 kVA, not 25 kVA, and it applies with or without injection. It is compulsory and paid. The study fees are harmonised across Wallonia, so ORES and RESA charge the same amounts.

In 2026 the ORES detail study for production costs 1,143.31 euro excl. VAT from 10 to 56 kVA, and 1,376.34 euro from 56 to 250 kVA. From 250 to 5,000 kVA it is 1,937.07 euro. ORES also offers a free preliminary opinion and a paid orientation study before the formal request. Above 250 kVA of production, ORES proposes a capacity reservation contract with flexibility.

Two Walloon rules are worth knowing. The same request sent by several installers is billed once per applicant. And when offtake and production are requested together, you pay the higher of the two fees. Our article on a business connection with ORES or RESA covers the offtake side. In Brussels, Sibelga applies its own procedure.

What happens when you ask us to look at your project?

We start from what your site uses and when, not from the size of your roof.

  1. Step 1: Analysis and sizing. Where possible we first measure your consumption for a period. Then it is clear how much solar power you use yourself, and whether a larger installation must inject at all.
  2. Step 2: Technical design. We compare three routes: stay under the threshold, go through the grid study, or keep the extra panels off the grid with a semi-off-grid system. You get the honest answer, including when the study is the right way.
  3. Step 3: Installation and commissioning.
  4. Step 4: Monitoring and ongoing support. You follow consumption, solar yield and the battery level in real time.

Still wondering whether solar pays off on your roof at all? Our article on solar panels on a business roof in 2026 starts there.

Frequently asked questions

What happens if you install more than 25 kVA without a grid study?

When Fluvius sees unregistered injection in its systems, it sends a letter asking you to regularise. Without an answer within 60 days, a registered reminder follows. Thirty days later Fluvius phones you, and 30 days after that comes a formal notice. Fifteen days later your connection can be suspended.

Does the grid study often refuse solar panels?

Rarely. For installations of 25 to 399 kVA, all requests in 2024 and the first half of 2025 received a positive answer. Above 400 kVA, only three files were refused. The study mostly decides how, with which conditions and at what cost, not whether.

Is the 25 kVA about the panels or the inverter?

About the inverter. Fluvius counts the AC inverter power. You can place more panel power behind the same inverter without crossing the threshold.

Do you have to register late installations?

Yes, and it costs extra. Registering a production unit or storage system more than three months after the inspection date costs an administration fee of 97.26 euro excl. VAT in 2026.

Has the installer's design crossed 25 kVA?

Send us the design and your consumption. One of our engineers will tell you whether the grid study is the right route. And what it brings with it, and which part you can avoid.
